No Borrowing While Under a National Debt Act.

“No Borrowing while Under a National Debt.” Congress shall have no power to borrow money whenever there is a National Debt, except during times of a Declaration of War by Congress, and then only during such time of active, actual combat during which the vast majority of all military forces are engaged. The current National Debt shall be reduced by $2 trillion, or more, each year. Failure to reduce the National Debt by $2 trillion starting from the year this law is enacted, will result in the immediate mandatory incarceration of all members of Congress, at the end of the last day of the yearly session, for a period of not less than five years, and a fine of five times their yearly salary, plus the cost equivalent of all the benefits and privileges of a member of Congress.
