Reinstate the Second Primary

In 2005 the second primary was permenantly eliminated, resulting in an almost guaranteed reelection of the incumbent, if two or more people run against him/her. I contend reinstating the second primary would serve as a form of term limits, as it would be easier to remove incumbents at the ballot box.

    Terry. What you are talking about is run-off elections. Where the top two vote getters still have to have a run-off to determine who will run in the general election. Many times the best choice voters have is in the primary, and second primary. If you can fill in some details describing the two primaries, how it should work, dates of the primaries, and other information to make this bill easier to pass, we would all appreciate it.
