Rationale:
There are environmentalists, and there is the environmental movement. An environmentalist wants a clean and bountiful environment with clean air, clean water, clean land, tons of plants and animals, conservation land, national parks, and is someone who recognizes that hunting, progress, industry, transportation, the accumulation of property, the exercise of our God given rights, are all compatible with being an environmentalist, if you hold to the concept of stewardship of the environment. Stewardship means taking care of something responsibly. It does not require or mean exclusion, isolation, or prohibition. We can be in the environment, grow food in the environment, hunt and fish, travel on land, through the air, over the lakes, rivers, and seas, build great cities, invent great inventions, have amazing recreational opportunities, and still maintain stewardship towards our environment.
An environmentalist realizes that God, or some force you believe in, created the Earth, the Sun, the Moon, and all the accompanying laws of physics and chemistry to hold it all together and keep it going. These forces are infinitely more complex than can easily be explained, or understood, and certainly can’t be controlled by humans. Environmentalists see the systems of life, the forces of nature, the properties of matter, the weather, and certain realities like the Carbon Cycle, which is the basis of all biological life on Earth, and they realize that we are of the Earth but certainly not in control of the Earth. Any hurricane, tornado, earthquake, flood, or volcano, can show you that we are not in charge. So the true environmentalist tries to affect what we as people can control, and the only thing we can, and with limited effectiveness, is other people who would do the environment true harm.
Working against all of this is the environmental movement. This has nothing to do with the environment, or nature, or weather, or open space, or preservation, or conservation, or habitat, or sustainability, or climate change, or any of the terms they use to hide their real goal, that being: worldwide communism, or globalism, or global government, or governance, or any of the terms they create to hide their agenda. The modern environmental movement picked the 100th Anniversary of Vladimir Lenin’s birthday, April 22, 1970, to officially kick the movement into high gear. That was the first Earth Day, and their spiritual founder was the creator of the Bolshevik Revolution and a genocidal mass murderer. That was no accident or coincidence. Their movement has been the complete opposite of environmentalists while claiming to be under the same umbrella. But being globalist communists they believe only in world government control of all nations, national control of all rights, state control of all jobs, industry and services, local control of government housing and transportation, with no private cars or single family homes. The perfect satanic expression of this kind of control were all the Covid mandates. The “environmental control everything” movement wants to do for the environment, and everything else, what the government illegally did under Covid.
The environmental movement is totalitarian Leftist. They don’t believe in God, family, country, freedom, liberty, individual rights from God, and they certainly don’t believe in happiness, or prosperity, or success, only misery, and compliance under their control. This pervades and is behind everything they say, which is why nothing is as it appears. Climate change, is about control. Electric vehicles, and everything else electric, is about control, because all electricity is created by government regulated utilities, which can then regulate your power. Green energy, isn’t green, it’s about control, and it doesn’t work. Sustainability isn’t about stewardship or maintenance, or continued use and production, it’s about control, and restriction, rationing, privileges granted, and social credit. So when the environmental movement says we are all going to die in five years, ten years, whatever years, it’s about control, through fear.
The vehicle that the radical communist environmental movement settled on to create enough fear to get the control they so desperately want, was called global warming. People didn’t really buy into it, so they replaced it with the more vague, climate change, which could be warming or cooling. But all they talk about is warming. They tried the coming ice age in the 70’s but a few hot summers dismissed that. They had to establish a villain to give some plausibility to their ridiculous theories, in order that politicians would hand over control to bureaucrats, that media would carry the propaganda, and that the people would accept the nonsense and give up our freedoms willingly in favor of control, to “Save” us.
The only thing we need saving from is the radical communist environmental movement. That is what this bill is all about. The movement needed a villain as I said, something to demonize, something that people could and would believe is evil, something that had to be done away with, and something that is the result of every combustion process that makes our entire country, economy, civilization, all progress, and the means to make our lives work normally, they decided they have to take that away from us in order to get total control over us, and for themselves to be happy and fulfilled. It is truly sick.
There are two molecules that result from the combustion of hydrocarbons, which is anything oil/coal/natural gas, the organic fuels, with the addition of oxygen, every time. Those are water (H2O) usually in the form of water vapor, and carbon dioxide (CO2). Since trying to ban water would be laughable on a worldwide level, the visible form in the sky being clouds, that left only carbon dioxide as the molecule of choice to drive their diabolical program. You can’t see it, you can’t see it’s effects, people know carbon monoxide can be deadly in high enough concentrations, most people forget that they learned in school we are carbon based life forms, that carbon dioxide is critical for plant survival, which makes it critical for animal survival, which makes it critical for our survival. So, the environmental movement, demonized and set out to remove from our world, carbon dioxide. It accelerated greatly under Barack Obama because of his EPA’s “endangerment finding,” which declared the “dangers” of the “pollutant” carbon dioxide, which is a completely made up pretense for all the catastrophic regulations that followed. This is insane. Yet look how far it has gotten.
In order to stop this insanity and throw a massive monkey wrench into the worldwide environmental communist movement, all you have to do is redefine carbon dioxide not as a pollutant, but as a plant nutrient, and do that throughout the entire code of federal laws. That is exactly what this bill does. Get this bill passed, and we will save our planet, our way of life, and life itself, from the global communist environmental movement.
New Law:
Section 1. Amendment to Definitions:
Title 42, United States Code, Section 7602(g), defining “air pollutant,” is amended by adding a subsection (1):
(g)(1) The term “Carbon Dioxide” shall be defined, in all cases in federal law, regulation and policy, as a form of Carbon crucial for continued life on Earth, and recognized as:
* a critical plant nutrient vital to perpetuating photosynthesis and the carbon cycle;
* an element necessary for the United States’ food supply and national security; and
* a molecule containing carbon, the basis of all terrestrial life.
* Carbon Dioxide is an exception, and shall be completely excluded from part (g) as being defined as an air pollutant.
* Carbon Dioxide shall be defined as a protected molecule not subject to regulation, law or control, by any entity of the federal government, nor be subject to any international body or foreign nation influence or control.
Section 2. Repeal of EPA “Endangerment” and ” Cause or Contribute” Findings:
(a) The Environmental Protection Agency’s “Endangerment Finding” and “Cause or Contribute Finding,” published on December 7, 2009, are repealed. The “Aircraft Engine Greenhouse Gas Finding,” published August 15, 2016, is repealed. Any present or future finding similar to the aircraft engine finding, regarding ships, boats, and other watercraft. is prohibited.
(b) All regulations, policies, procedures, and findings, however peripheral, relying on these findings, are abolished.
(c) All funding, grants, contracts, or expenditures tied in any way to these findings or derivative programs, particularly NGO’s and educational institutions, are terminated, with unspent funds returned to the United States Treasury.
Section 3. Carbon Dioxide Exemption to the Clean Air Act and Clean Water Act:
Carbon Dioxide is exempt from regulation under the Clean Air Act (42 U.S.C. § 7401 et seq.), the Clean Water Act (33 U.S.C. § 1251 et seq.), and any other federal statute addressing air or environmental pollutants, and shall not be subject to control, restriction, or limitation by any federal agency or department. This exemption is not subject to judicial review, stay, restraint, order, or any other restriction or infringement. This provision is exempt from the Administrative Procedures Act.
Section 4. 42 U.S. Code § 7620 – Standardized air quality modeling:
42 U.S. Code § 7620 is amended by striking the current language and adding the following:
Modeling, in all its forms, shall not be the basis for any finding, policy, or regulation. Modeling is subject to huge bias and errors depending on the quality of the information on which the model is based. Models are not real, they are not current information, they are at best a future forecast of what might occur, maybe, so long as the inputs are completely accurate. As such, computer and other models shall only be used as a guideline for further research and investigation. All policies, recommendations, commentary, publications, findings, administrative actions, judicial proceedings, communications to Congress and the President, shall not be be based on modeling, but on actual research and investigation of proven methodologies and results, and past history and trends.
Section 5. 22 U.S. Code Chapter 86 – CLIMATE CHANGE TECHNOLOGY DEPLOYMENT IN DEVELOPING COUNTRIES:
All Sections of Chapter 86, 7901-7909, are hereby repealed.
No part of the federal government shall engage in any activity, program, expenditure, or personnel involvement, in any way with the former provisions of Chapter 86. The Sections repealed are as follows:
§ 7901. Definitions
§ 7902. Reduction of greenhouse gas intensity
§ 7903. Technology inventory for developing countries
§ 7904. Trade-related barriers to export of greenhouse gas intensity reducing technologies
§ 7905. Greenhouse Gas Intensity Reducing Technology Export Initiative
§ 7906. Technology demonstration projects
§ 7907. Fellowship and exchange programs
§ 7908. Authorization of appropriations
§ 7909. Authorization for the Clean Technology Fund
Section 6. 42 US Code § 7438, Repeal of Environmental and Climate Justice Block Grants:
42 US Code § 7438, authorizing environmental and climate justice block grants, is repealed. No funds shall be appropriated or expended for such grants, whether previously authorized, active, or proposed.
